The Solent Mitigation Partnership (SMP) is delighted to announce the release of its first nutrient mitigation project within the Itchen River catchment, an important milestone in our ongoing work to support sustainable development across the region.
This new scheme focuses on an upgrade to a wastewater treatment plant, generating both nitrogen and phosphorus credits to help unlock development while protecting the sensitive habitats of the Solent and its connected watercourses.
Supporting development across Winchester
Through this project, we are bringing 45.10 nitrogen credits to the market. These are available to any development within the Winchester Planning Authority area, offering flexible mitigation support for a wide range of proposals.
In addition, the scheme also provides 4.73 phosphorus credits, specifically serving developments that drain into the Itchen River catchment downstream of Itchen Stoke village. This includes areas connected to:
- Harestock Wastewater Treatment Works
- Morestead Wastewater Treatment Works
- Chickenhall Wastewater Treatment Works
By offering both nitrogen and phosphorus credits, this initiative provides a comprehensive mitigation package aligned with current nutrient neutrality requirements.

Nutrient neutrality remains a critical consideration for planning authorities and developers operating in sensitive catchments. SMP’s role is to offer accessible, evidence-based mitigation solutions that allow essential housing and infrastructure projects to progress without compromising the health of our waterways.
This first Itchen catchment project represents a significant step toward increasing market capacity and supporting environmentally responsible development across the Solent region.
